RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt an ordinance to authorize a budget adjustment of $60,000 from the Traffic Safety Fund for the Eureka Road at Miners Ravine Bridge Expansion Joint Repair Project.


 
BACKGROUND

In early 2018, Public Works was informed of damage to the eastbound expansion joints on Eureka Road at the bridge over Miners Ravine.  A repair was completed to a portion of the joints in June of 2019.  During that repair, additional joints were identified as needing to be fixed but could not be addressed at that time due to budgetary and road closure limitations. This project will address the additional expansion joints still in need of repair. See attached Exhibit A.

The repair design will be performed in-house by staff with the assistance of a consultant currently under contract with Public Works for on-call professional design services. Staff will return to Council for approval of the project plans and specifications, authorization to bid, and the award of the project to the lowest responsive bidder.

The recommended budget adjustment reflects the estimated cost of design and construction of the repair.

Repair work is anticipated to be completed in the fall of 2020.


 
FISCAL IMPACT

Staff recommends Council authorize a budget adjustment of $60,000 from the Traffic Safety Fund (Fund 2321) to pay for the repairs.

Each year, Traffic Safety Fund resources are budgeted for the Streets Maintenance operating budget to purchase materials to maintain roadway infrastructure. Due to COVID-19 restrictions and precautions for paving crews, fewer materials than anticipated were purchased and used out of the fund in the final months of FY2019-20.  This unspent operating budget will return to fund balance at the end of the fiscal year.  Budgeting these resources now for the Eureka Road at Miners Ravine Bridge Expansion Joint Repair Project will use these resources for this needed infrastructure safety repair project.  The Traffic Safety Fund has sufficient available resources in fund balance for this project appropriation. No General Fund resources will be used for the project.



ENVIRONMENTAL REVIEW

The proposed project involves the repair of an existing facility.  This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301).  The Exemption has been prepared and no further CEQA action is required.
