RECOMMENDATION TO COUNCIL
Staff is recommending the City Council, acting as the Roseville Natural Gas Financing Authority, approve the attached resolution adopting the Roseville Natural Gas Financing Authority's FY2020-21 budget.

BACKGROUND
Attached is the Roseville Natural Gas Financing Authority budget for FY2020-21. The debt expense of $16,818,750 represents principal and interest payments on the 2007 Gas Revenue Bonds, which financed the prepayment of natural gas used for power generation at the Electric Department's Roseville Energy Park.

FISCAL IMPACT
The budget document provides a financial summary of the Roseville Natural Gas Financing Authority. There is no fiscal impact to report.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines section 15061(b)(3)). This budget adjustment does not include the potential for a significant environmental impact, and therefore is not subject to CEQA.
