RECOMMENDATION TO COUNCIL
Staff recommends City Council adopt a resolution authorizing the City Manager to sign a contract purchase agreement with Vasko Electric Inc. to provide electrical services in accordance with Request for Proposals (RFP) 08-063 in the amount of $150,000.
The RFP allowed for four optional renewal years at one-year intervals. Staff requests authorization to utilize the optional renewal years of the contract without further Council approvals until the contract expires or until City staff determines that continuing with the same vendor is not in the City's best interest.
| BACKGROUND
The Environmental Utilities Department released Electrical Services RFP 08-063 in March 2020 to solicit proposals for electrical services at City facilities, water/wastewater plants, lift stations and pump stations, on a scheduled and as-needed basis at a number of locations. Three companies submitted proposals. The proposals were evaluated on overall proposal, cost, qualifications, and experience. Vasko Electric Inc., was rated the highest, and staff is recommending it be awarded a contract purchase agreement.
| FISCAL IMPACT
The estimated annual cost of service is $150,000, with funding from the Environmental Utilities Department’s FY2019-20 operations budget for Water/Wastewater and Collections. Projected spending for optional renewal years is as follows: $150,000 FY2020-21, $150,000 FY2021-22, $150,000 FY2022-23, and $150,000 FY2023-24.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Agreements for electrical services meets the above criteria and are not subject to CEQA. No additional environmental review is required.
