RECOMMENDATION TO COUNCIL
Staff recommends City Council adopt a resolution authorizing the City Manager to execute the attached five-year Public Sector Agreement for Oracle Cloud Services and a one-year Ordering Document with Oracle America Inc. for the continuation of Roseville Electric Utility’s Home Energy Reports, a residential energy efficiency program. Staff also recommends City Council authorize the City Manager, or his designee, to renew the Ordering Document through four (4) additional one (1) year agreements.
| BACKGROUND
Roseville Electric Utility is required to meet state mandated energy efficiency targets. In addition, energy efficiency programs can lower customers' monthly electricity bills. One of the most cost effective programs utilized by the utility to meet the energy efficiency targets is the residential Home Energy report. This program provides customers with comparative information regarding their electricity usage and offers educational details to reduce electricity consumption.
Home Energy Reports provided by Oracle America Inc. are an industry standard for behavior-based energy efficiency programs. The energy savings achieved through this type of program are recognized by the California Energy Commission as an acceptable form of mandated energy savings.
Roseville Electric Utility issued a Request for Proposals (RFP) through RFP 07-064. Proposals were received and evaluated based on experience, project understanding, and proposed cost. Based on proposal evaluations and interviews, Roseville Electric Utility selected Oracle America Inc. to continue to offer its Home Energy Report program under a five-year agreement. With City Council’s authorization, the City Manager will have the authority to renew the Ordering Document each year during the five (5) year term. This authority provides flexibility to assess program performance and potential changes in program needs during the term of the agreement.
| FISCAL IMPACT
The total cost of the services will not exceed $321,000 in FY2020-21. Funding for the agreement is provided through public benefit funds and is included in the electric utility's proposed FY2020-21 budget. Future annual funding requirements are $321,000 for each of the potential annual extensions, contingent on City Council’s approval of the associated budgets each year.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of a Public Sector Agreement for Oracle Cloud Services and the Ordering Document meets the above criteria and are not subject to CEQA. No additional environmental review is required.
