RECOMMENDATION TO COUNCIL
Staff recommends Council approve the purchase of 32 Panasonic fully rugged laptops (including 4 spares), two additional years of hardware support (total of 5 years), wireless modems, and mounting equipment to replace aged mobile computing devices in use in the City's Fire Department vehicles.
| BACKGROUND
The Fire Department currently has approximately 28 ruggedized laptops that support Computer Aided Dispatch (CAD), after incident reporting, Patient Care Reporting (PCR), email, and general office tools deployed across their vehicles. The current laptops are nearly seven years old, and no longer meet performance standards for CAD or after incident reporting. The new laptops will be purchased with vendor hardware support until FY2025, they will have the latest hardware and operating systems to meet the Fire Department's performance needs, and they will have modern capabilities to improve the operation and security of the system.
| FISCAL IMPACT
The one-time purchase will utilize the CDWG's National IPA Technology Solutions purchasing contract #2018011-01, which is valid through February 28, 2023. The cost of the project is not to exceed $196,787, which will be funded through the FY2019-20 Information Technology Replacement Fund budget. There is no ongoing cost for these devices.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The purchase of rugged computing devices meets the above criteria and is not subject to CEQA. No additional environmental review is required.
