RECOMMENDATION TO COUNCIL

Staff recommends Council adopt a resolution authorizing the City Manager to execute a contract purchase agreement renewal with Lyons Security Service, Inc., for the locking of facility restrooms and gates as well as performing basic inspections of park system assets.
 
BACKGROUND

The Parks, Recreation & Libraries (PRL) department currently oversees 76 parks and facilities, 25 of which contain restrooms and/or gates, which require securing on a nightly basis.  Locking of these facilities ensures the safety and protection of City facilities, decreasing the opportunity for vandalism, and thereby reducing cost and liability to the City.  The bid for these services was first awarded in March of 2016.  The services provided by Lyons Security Service, Inc., have been satisfactory and in accordance with the terms and conditions of the bid.  This will represent the fifth and final renewal of the five-year contract.
 
FISCAL IMPACT

The total cost of the annual service agreement shall not exceed $56,679.92. The funds for FY2020-21 are included in the Parks, Recreation & Libraries Department General Fund and Community Facilities District (CFD) proposed budget.  $47,408.36 will be funded from General Fund.  The remainder will funded by Westpark (CFD) $7,412.32 and Fiddyment (CFD) $1,854.24.  There is no net impact to the General Fund.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.  Approval of a contract purchase agreement renewal for security services meets the above criteria and is not subject to CEQA. No additional environmental review is required.
