RECOMMENDATION TO COUNCIL
Staff recommends Council adopt a resolution authorizing the City Manager to execute Contract Purchase Agreement 3000311 for playground surface maintenance and repair between the City of Roseville and Robertson Industries, Inc.
| BACKGROUND
In 2005, the Parks, Recreation & Libraries Department developed the City’s first All Accessible Playground at Mahany Park, adjacent to the Martha Riley Community Library. Over time and due to high use, a number of areas of the poured in place surface have deteriorated and portions of the surface have broken down leaving uneven surfaces within the play area. Robertson Recreation Services will make repairs to all areas in poor condition to eliminate safety concerns. Work will be performed based on Robertson Industries, Inc., proposal #20-29468 dated 5/1/20, utilizing the OMNIA Partners cooperative purchasing contract #162204 to perform the service.
| FISCAL IMPACT
The total cost of the service agreement is $38,845.65. Funding is included in the approved Parks, Recreation & Libraries Department FY2019-20 General Fund resurfacing budget. There is no net impact to the General Fund.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines §15061(b)(3)). The service agreement for this project does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
The proposed project involves the repair and maintenance of an existing facility. This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301). The Exemption has been prepared and no further CEQA action is required.
