RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt a resolution to approve a professional services agreement with Atmospheric Dynamics, Inc. to perform emissions modeling and compliance support to the Roseville Energy Park, and authorize the City Manager to execute it.
 
BACKGROUND

Siemens Energy, Inc., the manufacturer of the two Roseville Energy Park (REP) gas turbines, has proposed upgrades to enhance power output and efficiency. The proposed enhancements increase maximum power output by over 5%, reduce the minimum stable power output by over 25%, and improve operating efficiency by over 10%. This will allow the plant to produce more power and have greater operating flexibility to balance renewables, all at a lower cost.

 

The enhancements will require modifications to the REP’s California Energy Commission - Conditions of Certification and Placer County Air Pollution Control District - Permit to Operate. These modifications will require new emissions modeling utilizing highly specialized software that Roseville Electric Utility does not possess. It is more cost effective to contract out these types of professional services than purchase the software and hire certified staff to perform the analysis.

 

Roseville Electric Utility solicited proposals through Request for Proposals (RFP) 07-068 for power plant emissions modeling and compliance support services. Multiple vendors responded to the RFP. After determining the vendors were responsive and responsible, the evaluation team reviewed and scored the proposals, finding Atmospheric Dynamics, Inc. to be the most suitable vendor to provide the requested scope of services based on their safety, quality, demonstrated experience, completeness of proposal, and price.



 
FISCAL IMPACT

The total cost of the service is not to exceed $183,500. Funding is included in the Electric Operations Fund proposed budget submittal for FY2020-21 when the turbine upgrades will be performed and the permits will be modified.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. A professional services agreement for emissions modeling and compliance support meets the above criteria and is not subject to CEQA. No additional environmental review is required.
