RECOMMENDATION TO COUNCIL
Staff recommends that City Council:
1. Adopt a resolution approving the First Amendment to Professional Services Agreement with Brown and Caldwell for the 2018 Water and Recycled Water Model Updates Project, and authorizing the City Manager to execute it on behalf of the City; and
2. Adopt an ordinance approving a budget adjustment to transfer $105,000 from the Water Operations Fund to the Water Rehabilitation Fund.
| BACKGROUND
On May 1, 2019, the City Council awarded a Professional Services Agreement (PSA) to Brown and Caldwell to provide engineering services for the 2018 Water & Recycled Water Model Updates Project, also known as the Water System Model Project. The contract amount awarded was $321,305.
The City’s Potable Water and Recycle Water hydraulic models are used to effectively support the current utilities conditions, operational strategies, rehabilitation planning, and long range infrastructure planning. This project was created to update and further develop the Potable Water and Recycled Water models.
The objectives of this Project included:
• Updating both the Potable Water and Recycled Water Models from the existing H2OMap software (which is no longer supported by the developer) to the latest InfoWater software;
• Updating both models to include current infrastructure and water demand patterns;
• Development of a suite of modeling scenarios to support short and long range operational, rehabilitation, and infrastructure planning efforts; and
• Training for City staff to facilitate more robust usage of the models for in-house analyses.
Brown and Caldwell’s First Amendment to PSA includes increasing on-call support services, and adding engineering services to assist the City in developing a Unidirectional Flushing (UDF) Program for its Potable Water and Recycled Water Distribution Systems for an added cost of $95,740. The objectives of the First Amendment will include:
• Increasing on-call services to support modeling activities;
• Purchasing the InfoWater UDF Suite software (UDF Module);
• Developing a UDF System Model (capitalizing on the Water and Recycled Water Models developed with this Project);
• Developing and executing a UDF Plan for a designated pilot area of the Water Distribution System;
• Developing a set of standard operating procedures; and
• Training for City staff to develop a UDF Program for the Potable Water and Recycled Water Distribution Systems.
The implementation of a UDF Program is a vital routine preventive maintenance operation, which will aid and support the City’s continued effort to deliver high quality water to residents in our community.
| FISCAL IMPACT
The 2018 Water and Recycled Water Model Update Project (Project # 500020) was originally funded by the Water Rehabilitation Fund, which included $321,305 for the PSA with Brown and Caldwell, in addition to an estimated $75,000 for staff costs, for a total of $396,305.
The project requires an additional $105,000: $95,740 for the PSA amendment, and $9,260 for EU staff labor costs. This $105,000 will be funded via a transfer from the Water Operations Fund to the Water Rehabilitation Fund
Approval of the First Amendment to PSA for $95,740 will revise Brown and Caldwell’s total contract amount from $321,305 to $417,045.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. An amendment to a professional services agreement for the 2018 Water & Recycled Water Model Update project meets the above criteria and is not subject to CEQA. No additional environmental review is required.
