RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt a resolution to approve a first amendment to professional services agreement with Thurmond Consulting, LLC, and authorize the City Manager to execute it.
 
BACKGROUND

The City became a Community Development Block Grant (CDBG) entitlement jurisdiction in 1986, and has traditionally funded housing activities, public facilities and improvements, removal of architectural barriers projects, planning, program administration, and public service activities with CDBG funds. In January 2020, the City required CDBG program administration services during the temporary leave of staff who administers the program. The scope of services includes: 1) CDBG program administration services for the 2020/2021 CDBG application process; 2) the preparation of the Annual Action Plan; and 3) the preparation of the draft and the submittal of the Five-Year Consolidated Plan. The CDBG program administration services were required beginning in early January of 2020 and through June of 2020.

On November 20, 2019, the City's Housing Division released a Request for Proposals for CDBG services. Two firms responded to the Request for Proposals. Thurmond Consulting LLC was chosen due to their extensive experience in similar CDBG services and ability to provide the most cost effective quote for CDBG program administration, including the lowest average hourly quote. The Professional Services Agreement was approved by Council on January 15, 2020 between the City of Roseville and Thurmond Consulting LLC to assist with administration of the CDBG program.

On March 27, 2020, the Coronavirus Aid, Relief and Economic Security Act (CARES) was enacted by Congress to provide emergency assistance and health care response for individuals, families, and businesses affected by the COVID-19 pandemic. On April 2, 2020, HUD announced that the City of Roseville would receive $417,412 of CARES Act CDBG funds. In order to receive and deploy the funding into the community in an expeditious manner, Thurmond Consulting suggested amending the 2015 Consolidated Plan, 2019 Annual Action Plan and Citizen Participation Plan. The consultants worked diligently to help staff get the important amendments and funding plan for the CARES Act monies approved by City Council on May 20, 2020. Thurmond Consulting’s initial scope of work did not include managing the CARES Act funds, therefore, we are amending the original contract to add 40 hours of work which brings the total not-to-exceed contract amount to $56,500.

 
FISCAL IMPACT

The CDBG funding is provided as a federal grant to the City. These grants are used to offset potential costs to the General Fund and to serve the community. Funding for the CDBG consultant is recommended to come out of CDBG funding for the purposes of providing CDBG program administration services. This item does not impact the City's General Fund.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.

A first amendment to professional services agreement for Community Development Block Grant program administration services meets the above criteria and is not subject to CEQA. No additional environmental review is required.
