RECOMMENDATION TO COUNCIL
Staff requests City Council adopt a resolution approving a contract purchase agreement with Sierra Services in the amount of $344,760 for renovation of the turfgrass playing fields at the Maidu Soccer Complex, authorize the City Manager to execute the agreement, and authorize staff to approve change order requests in an amount not to exceed 10% of the contract amount.
Additionally, adopt an ordinance to approve a budget adjustment to increase the Maidu Turf conversion project (500087) by $250,000 to a new total project budget of $650,000. The increase in the project is funded by 1) $40,625 contribution from the Granite Bay Football Club, 2) $121,875 contribution from Roseville Youth Soccer Club and 3) Reduction of $87,500 to the General Fund Parks Maintenance budget.
| BACKGROUND
The Maidu Soccer Complex is located on the 152-acre regional park site, east of Rocky Ridge Drive and south of Douglas Boulevard. The soccer complex is used extensively by the Roseville Youth Soccer Club and Granite Bay Football Club for league play and hosts numerous tournaments and events every year. Other regional and state-wide tournaments and events are also held at this complex. This is a second phase of the overall renovation project and includes the removal of existing fescue-type turfgrass, soil preparation and grading, and planting new hybrid-bermuda turfgrass. The first phase of the project includes upgrades to the irrigation system currently underway and under a separate contract that was approved by Council on May 20, 2020.
In March 2020, the Parks, Recreation, & Libraries Department issued a Request for Proposals (RFP) to provide turfgrass renovation services at the Maidu Soccer Complex. Three (3) firms submitted proposals, which were then ranked based on contractor qualifications, experience and references, proposed project plan, and cost. Sierra Services was the top ranked firm. Staff therefore recommends award of the project to Sierra Services, in the amount of their proposed project cost of $344,760.
CONTINGENCY
During the course of a construction renovation project, it is common to encounter unanticipated or changed conditions in the field which necessitate additions or other changes to the project and the contract. Due to the inherent complexity of renovation projects, staff requests authorization to approve change order requests in an amount not to exceed 10% of the contract price in accordance with the terms and conditions of the contract.
| FISCAL IMPACT
The turfgrass renovation is funded in part from a transfer of FY2018-19 General Fund resources to the Parks, Recreation & Library Capital Projects Fund for the Maidu soccer field, approved by City Council at the January 15, 2020 meeting. A budget adjustment is requested to increase the Maidu Turf conversion project (500087) by $250,000 to a new total project budget of $650,000. The total project budget funds both the turfgrass renovation and the irrigation upgrades. The increase in the project is funded by 1) $40,625 contribution from the Granite Bay Football Club, 2) $121,875 contribution from Roseville Youth Soccer Club and 3) a reduction of $87,500 to the General Fund Parks Maintenance budget. The $87,500 from the General Fund Parks Maintenance budget will be transferred to the Parks, Recreation & Library Capital Projects Fund. There is no net impact on the General Fund. Maintenance of the existing citywide park is budgeted in the General Fund and will remain unchanged.

ENVIRONMENTAL REVIEW
The proposed project involves minor alterations of an existing facility. The proposed alterations meet the specified criteria, and is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301). The Exemption has been prepared and no further CEQA action is required.
