RECOMMENDATION TO COUNCIL

Staff recommends that the City Council accept the Oak Ridge Drive Bridge Replacement Project as complete and adopt a resolution authorizing the Public Works Director to execute the Notice of Completion.
 
BACKGROUND

The Oak Ridge Drive Bridge Replacement Project removed the existing functionally obsolete and hydraulically inadequate bridge and constructed a longer, standard two-lane bridge with shoulders and sidewalks on both sides of the road.  

 

The Public Works Engineering Division has made the final inspection of the Oak Ridge Drive Bridge Replacement Project and has found the work to be completed in accordance with the improvement plans and specifications.  The project is now ready for acceptance.  As required by the specifications, the contractor will guarantee the installation of all improvements for a period of 12 months from the date of the Notice of Completion.


 
FISCAL IMPACT

The project was funded by Federal Highway Bridge Program (HBP) grant funds, except for $50,000 of Roadway funds budgeted for non-participating project costs. No General Fund resources were used for the project. 

 

The final accounting of project costs is currently ongoing, and staff will be submitting the final reimbursement request to Caltrans in the coming weeks.  Included in the final reimbursement request to Caltrans will be the request to fully fund the construction change orders.  As previously communicated to Council, the HBP program is impacted, and Caltrans required all reimbursement for change orders to be requested upon submission of the final invoice.  In the unlikely event that the City is not awarded HBP funds for construction change orders, staff will come back to Council with a recommendation for a budget adjustment using other eligible non-General Fund resources to fully fund the project.

 

Costs for maintenance of the new bridge will be similar to the previous bridge, and funding for maintenance will be through the operations budget of the Street Maintenance Division.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. 

    

Acceptance of the Oak Ridge Drive Bridge Replacement Project as complete meets the above criteria and is not subject to CEQA.  No additional environmental review is required.
