RECOMMENDATION TO COUNCIL

Staff recommends that the Council approve the plans and specifications for the Roseville Aquatics Complex (RAC) Slide and Water Play Structure Replacement Project and authorize staff to call for bids.
 
BACKGROUND

The Roseville Aquatics Complex (RAC) includes a competition pool, recreation pool with slide, and a water play structure, and is located off Woodcreek Oaks Boulevard, south of Pleasant Grove Boulevard.  The RAC Slide and Water Play Structure Replacement Project includes removal and replacement of the existing pool slide, retrofit of the water play structure into a spray ground, and associated piping, pool deck modifications, replacement of existing pool equipment for the water play structure, and replaster of the existing recreation pool.  These improvements are necessary to replace the aging and deteriorating infrastructure.

 

Public Outreach

Public outreach was conducted through a two-week write-in period between May 3 and May 16, 2021.  Notification of the write-in period was sent via email to the RAC member/user mailing list, posted on NextDoor and the City’s Park Development website, and flyers were placed at the RAC, MSIP, Crabb Park spray ground, and VSTS spray ground, inviting comments.  No public comments were received.

 

Parks & Recreation Commission

On April 5, 2021, the Parks & Recreation Commission meeting received a staff presentation on the project scope and status.

 

Schedule

In order to expedite the construction schedule and realize economic efficiencies, two bid packages are included in this project: one for the slide procurement and installation and the second for the general construction, splash pad, and pool plaster.

 

Bids are scheduled to be opened in September. Staff plans to return to Council to seek approval to award the project.


 
FISCAL IMPACT

The budget for this project is $1,600,000. Funding for the project is provided through the Parks, Recreation & Libraries Capital Projects Fund (Fund 3130) within the FY2021-22 budget.  Maintenance of the existing aquatics complex is provided by the General Fund and will remain unchanged.



ENVIRONMENTAL REVIEW

The proposed project involves the repair, maintenance, and minor alteration of existing facilities and structures.  This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines §15301).  The project also involves the replacement of existing facilities and structures.  This activity is categorically exempt from CEQA as a Class 2 Exemption (State CEQA Guidelines §15302).  The Exemption has been prepared and no further CEQA action is required.
