RECOMMENDATION TO COUNCIL

Staff recommends that Council approve the master plan for the design and construction of the HP2/CO64 city-wide park.

 

Staff additionally recommends that City Council adopt a resolution to authorize the City Manager to execute a Park Development Agreement with BBC Roseville Oaks, LLC.


 
BACKGROUND

Location, Size and Type of Park
This 8.7 acre park site is located off of Crimson Ridge Drive in the Campus Oaks area of Roseville south of Blue Oaks, west of Foothills Boulevards and adjacent to the former Hewlett Packard campus.  

Master Plan Proposal
The master plan proposes a design that includes multi-use grass areas, pickle ball courts, a fenced off-leash dog park, shaded picnic areas, a restroom, a parkour or challenge fitness course for juniors and adults, a skate track and a BMX track. A walkway/bike path loops along the park edges and through the park. 

Turn-Key or Developer Built Project
According to the Development Agreement approved by the City Council in 2015, this park is to be built by the Developer.  In lieu of paying city-wide park fees per home, the Developer will incur the cost for the park and build it on behalf of the City, per city standards. Once complete, the park will be deeded to the City for operations and maintenance. 

Parks & Recreation Commission
The Parks & Recreation Commission reviewed and recommended approval of the proposed master plan.  However, there were concerns regarding sufficient parking for the park. The master plan has been amended to include an on-site 49 space parking area. On-street parking along the park’s edge within Campus Oaks can accommodate 55 spaces. Lastly, there is a potential for 80 on-street parking spaces along the former Hewlett Packard road and adjacent to the future park, pending agreement from the current property owners. As an alternative to parking along the Hewlett Packard road, additional on-site parking could be expanded.


 
FISCAL IMPACT

The budget for the design and construction of the park is approximately $3.7 million.  This includes permitting, inspections and engineering costs, in addition to landscape architectural design. Many items within this park design are shown as add-alternates, which is a “menu-style” approach to construction. By so doing, the City is able to seek competitive prices and select those park amenities that fit the budget. The City will also contribute 20.5 percent of the cost of construction of the park from the Campus Oaks Neighborhood Park Fund, consistent with the Development Agreement. The City’s share of the construction costs is currently estimated at $768,541. Maintenance costs are estimated at approximately $140,000 per year.  Consistent with all city-wide parks, the funding source for maintenance will be provided through the General Fund.

ENVIRONMENTAL REVIEW

Development of the HP2/CO64 park site was previously evaluated in the 4th Addendum to the Hewlett Packard Master Plan EIR (SCH No.95112022 and amended by City Council on May 20, 2020, Resolution No. 20-168), and identified in the associated Third Amended Hewlett-Packard Campus Oaks Master Plan. Construction of the HP2/CO64 park is found to be within the scope of the project covered by the 4th Addendum to the Hewlett Packard Master Plan EIR. As discussed in the Master Plan EIR, the EIR provides environmental analyses of community infrastructure and facilities, including parks, pedestrian bridges, and bike trails, to the extent applicable. Because the project is consistent with the Third Amended Hewlett-Packard Campus Oaks Master Plan, no new effects would be expected to occur and all applicable mitigation measures from the Hewlett Packard Master Plan EIR will be implemented during the design and construction of the HP2/CO64 park site.  Because the proposed project meets the requirements identified in Section 15183 of the State CEQA Guidelines, no additional CEQA review is required.
