RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt a resolution to approve the 2020 Power Source Disclosure Annual Reports and 2020 Power Content Labels.  There is no fiscal impact with the approval of these reports.


 
BACKGROUND

Senate Bill (SB) 1305, approved in 1997, directs all California retail suppliers of electricity to disclose to consumers the sources of energy used to provide the electric service in an accurate, reliable and simple to understand manner. The SB 1305 Report is referred to as the Power Source Disclosure (PSD) Report. The data contained in the PSD Reports are subsequently used to prepare the annual Power Content Labels (PCLs), which are mailed to Roseville’s customers and posted on Roseville Electric’s website.

 

Beginning in 2019, Roseville has two electricity products: its general electricity product and its Roseville Community Solar product. The regulations require utilities to engage a third-party certified public accountant to perform an audit to verify the PSD Report and PCL for each of Roseville Electric’s electricity products. Alternatively, publicly owned electric utilities, like Roseville, are exempt from this requirement if its City Council attests to the veracity of the annual reports per the regulations. This resolution approves the 2020 PSD Reports and PCL reports, serving as the attestation to the veracity of these submissions.  This attestation is required by October 1st of each year.

 

Roseville’s contracts provide flexibility to energy providers on the timing of renewable energy deliveries, which can result in year to year variability in Roseville’s power sources.  Roseville’s existing contracts ensure it will be in full compliance with the State Renewable Portfolio Standard (RPS) through 2024.


 
FISCAL IMPACT

There is no fiscal impact associated with the approval of the 2020 Power Source Disclosure Annual Reports and 2020 Power Content Labels.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.  Approval of the 2020 PSD Annual Reports and PCLs meets the above criteria and are not subject to CEQA. No additional environmental review is required.
