RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt a resolution to approve a contract purchase agreement (#3001566) with Playpower LT Farmington, Inc. for $87,000 to add new play elements to the play structure at Buljan Park and authorize the City Manager to execute the agreement. 
 
BACKGROUND

The play structure at Buljan Park was replaced in 2019. The structure was more than twenty years old and had reached end of life. After completion of the replacement, neighbors surrounding the park expressed the need to have a bigger play structure that better matched what previously existed.  Staff participated in numerous meetings with the neighbors to determine needs. Neighborhood leaders revitalized the Highland Reserve Neighborhood Association which worked to raise $10,000 to contribute towards the addition of more play elements.

Staff recommends approval of contract purchase agreement number 3001566 with Playpower LT Farmington, Inc. for $87,000 for additional play elements to the play structure. This includes installation by a contractor. The contract purchase agreement piggybacks National Joint Powers Alliance (NJPA) Contract #030117-LTS.

The additional play elements included in the contract are a result of direct input from the neighbors. Because these are add-ons to an existing play structure, this is a sole source purchase from the existing playground manufacturer.
 
FISCAL IMPACT

This project was approved in FY2021-22 using funds from the Parks, Recreation & Libraries Capital Projects Fund (Fund 3130). Ongoing maintenance costs are anticipated to remain the same and are already included in the Parks, Recreation & Libraries operations budget in the General Fund.

ENVIRONMENTAL REVIEW

The proposed project involves the improvements to an existing structure.  This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15302).  The Exemption has been prepared and no further CEQA action is required.
