RECOMMENDATION TO COUNCIL
Staff recommends that the City Council receive an update on the Coronavirus State and Local Fiscal Recovery Funds included in the American Rescue Plan Act of 2021.

BACKGROUND
On March 11, 2021 President Biden signed the American Rescue Plan Act of 2021 into law. The $1.9 trillion law is intended to combat the COVID-19 pandemic, including the public health and economic impacts. This presentation will provide an update on the Coronavirus State and Local Recovery Funds provided in the Act and the City's preliminary spending plan.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. A presentation on the American Rescue Act meets the above criteria and is not subject to CEQA. No additional environmental review is required.
