Staff recommends approval of a contract purchase agreement with Playpower LT Farmington, Inc. for $87,000 for additional play elements to the play structure at Buljan Park. The play structure at Buljan Park was replaced in 2019. After completion of the replacement, neighbors surrounding the park expressed the need to have a bigger play structure that better matched what previously existed. Neighbors rallied together and raised $10,000 to contribute towards the addition of more play elements. The contract purchase agreement piggybacks National Joint Powers Alliance Contract #030117-LTS. Funding for this project was approved in the FY2021-22 budget using funds from the Parks, Recreation & Libraries Capital Projects Fund. The project is estimated to cost $5.7 million and will be funded with Congestion Mitigation and Air Quality Improvement funds, Local Transportation Funds and Environmental Utility Water Rehabilitation Funds. No General Fund resources will be used for the project construction. This project includes landscaping improvements along the corridor that will require maintenance by the City. The master plan proposes a design that includes multi-use grass areas, pickle ball courts, a fenced off-leash dog park, shaded picnic areas, a restroom, a parkour or challenge fitness course for juniors and adults, a skate track and a BMX track. A walkway/bike path loops along the park edges and through the park. In lieu of paying city-wide park fees per home, the developer will incur the cost of the park and build it on behalf of the City, per city standards. The City will also contribute 20.5 percent of the cost of construction of the park from the Campus Oaks Neighborhood Park fund, consistent with the development agreement. Once complete, the park will be deeded to the City for operations and maintenance. The budget for the design and construction of the park is approximately $3.7 million. This includes permitting, inspections and engineering costs, in addition to landscape architectural design. Maintenance costs are estimated at approximately $140,000 per year.
