Public Comment - Speakers have three minutes under Public Comment to speak on issues that are not listed on the agenda and are within the City's jurisdiction. The Brown Act does not permit any action or discussion on items not listed on the agenda.

 

Consent Calendar - If applicable, the Consent Calendar consists of routine items that may be approved by one motion. Any person can remove an item from the Consent Calendar to be discussed separately.

Levine Act Provisions - The Levine Act requires a Party (or its agent (s)) to a Proceeding before the City of Roseville that involves any action or consideration to their contract, license, permit, or other entitlement for use, to disclose any campaign contribution made to City elected or appointed officers (including Councilmembers, Planning Commissioners, and members of other City boards and commissions) totaling more than $250 within the 12 months before the City decision.

 

Americans with Disabilities Act - Notify the City Clerk or Secretary at least 72 hours in advance if special assistance is required to participate in a meeting including the need of auxiliary aids or services.

 

Audio/Visual Presentations - If making a presentation regarding an agenda item, audio/visual materials must be submitted to the City Clerk or Secretary at least 72 hours in advance.

 

Security procedures are in place to attend Roseville City Council meetings. All attendees must successfully pass through a security metal detector. Any person with a prohibited item will not be allowed entry. Prohibited items include, but are not limited to: firearms (even with valid CCW), knives, pepper spray/mace, explosives of any kind/ any weapons and/or dangerous devices of any kind, illegal drugs and alcohol.

6.1.Tree Mitigation Maintenance – Contract Purchase Agreement
Memo from the Park Planning & Development Manager Tara Gee and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt RESOLUTION NO. 24-048 APPROVING A CONTRACT PURCHASE AGREEMENT, BY AND BETWEEN THE CITY OF ROSEVILLE AND TRIANGLE PROPERTIES, INC., AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE (3003449). Staff requests Council approve a contract purchase agreement with Triangle Properties, Inc. for providing Wetland and Riparian maintenance services related to SVLC 23 Property (AKA, Sierra View Westpark) in the amount of $213,970. Funding for the maintenance work has been collected through the Tree Mitigation Fund and the Community Facilities District No. 4 (Public Facilities) (Infill). These funds will support the costs for maintenance and monitoring for a period of five years. After five years, the trees will be naturalized and monitoring/reporting will no longer be required. There will be no General Fund impact.

6.2.Child Care Software - Contract Purchase Agreement

Memo from Parks, Recreation & Libraries Superintendent Rob Nakamura and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt RESOLUTION 24-050 APPROVING A CONTRACT PURCHASE AGREEMENT, BY AND BETWEEN THE CITY OF ROSEVILLE AND PROCARE SOFTWARE, LLC DBA PROCARE SOLUTIONS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE (3003426). Staff requests Council approve a contract purchase agreement with Procare Software LLC dba Procare Solutions for child care software. The initial agreement shall not exceed $200,000 and extends services through August 2025. The City reserves the right to renew the contract for two (2) additional two (2) year renewals, in its sole discretion. Funded by the Youth Development Fund, the funding for year one of the contract is included in the approved FY2023-24 budget and funding for future year renewal agreements will be requested through the annual budget process.

6.3.Deadfront Liquid-Insulated Padmounted Switchgear (RFQ 10-3373) - Purchase Order

Memo from Buyer Sue Jessup and Assistant City Manager/Chief Financial Officer Dennis Kauffman recommending the City Council adopt RESOLUTION NO. 24-051 APPROVING A PURCHASE ORDER FOR THE PURCHASE OF DEADFRONT, LIQUID-INSULATED, PADMOUNTED SWITCHGEAR. Staff requests Council authorize a purchase order with Anixter Power Solutions, LLC as the lowest responsive and responsible bidder for the purchase of deadfront, liquid-insulated, padmounted switchgear in response to Request for Quotations No. 10-3373. The Electric Department will use this bid for recurring and as-needed requirements for new development construction and replacement of aged and failed equipment. Staff also requests authorization to approve four (4) optional (1) year renewals without further Council approval, provided that the applicable budget is approved by the City Council each year, until the contract expires or until City staff determines that continuing with the same vendor is not in the City's best interest. The amount for the current FY2023-24 Electric Fund budget and 4 optional renewal years is a total not-to-exceed of $5,000,000.

6.4.Aquifer Storage and Recovery Well Drilling: Campus Oaks (Well 13) and Misty Wood (Well 19) - Notice of Completion
Memo from Assistant Engineer William Montz and Environmental Utilities Director Richard Plecker recommending the City Council adopt RESOLUTION NO. 24-047 ACCEPTING THE PUBLIC WORK KNOWN AS THE AQUIFER STORAGE AND RECOVERY WELL DRILLING:  CAMPUS OAKS (WELL 13) AND MISTY WOOD (WELL 19) PROJECT, APPROVING THE “NOTICE OF COMPLETION”, AND AUTHORIZING THE ENVIRONMENTAL UTILITIES DIRECTOR TO EXECUTE SAID NOTICE ON BEHALF OF THE CITY OF ROSEVILLE. Staff requests Council approval of the Notice of Completion for the Aquifer Storage and Recovery Well Drilling: Campus Oaks (Well 13) and Misty Wood (Well 19) Project. The total cost of the construction contract including all change orders was $1,379,224. The project was funded by the Water Construction Fund.

6.5.Prohousing Incentive Pilot Program - Application for Funding
Memo from Housing Analyst Sara Thornton-Garcia and Economic Development Director Melissa Anguiano recommending the City Council adopt RESOLUTION NO. 24-049 AUTHORIZING APPLICATION FOR, AND RECEIPT OF, PROHOUSING INCENTIVE PILOT PROGRAM FUNDS. Staff requests Council approve an application to the State of California Housing and Community Development Department for the Prohousing Incentive Program (PIP) in the amount of $1,210,000 to assist with affordable housing development and to execute the necessary application, standard agreement and relevant documents for the PIP grant program from the California Housing and Community Development Department. The recommended action does not impact the City's General Fund.

6.6.Roseville Finance Authority - Budget Adjustment
Memo from Parks, Recreation & Libraries Superintendent Eric Dexter and Parks, Recreation & Libraries Director Jill Geller recommending the City Council acting as the Roseville Finance Authority adopt RESOLUTION NO. 1-24 APPROVING A BUDGET ADJUSTMENT FOR FISCAL YEAR 2023-24. Staff requests approval of a budget adjustment of $32,568 providing resources for turf conversion and irrigation upgrades in the Stoneridge East Community Facilities District No. 1. Funding is available in the Roseville Finance Authority Capital Projects Fund. There is no impact on the General Fund.

6.7.Roseville Municipal Code Ordinance - Military Equipment Policy
Memo from Police Lieutenant Scott Blynn and Police Captain Jeff Beigh recommending the City Council adopt findings pursuant to California Government Code Sections 7071 and 7072, and introduce for first reading an ORDINANCE RENEWING CITY OF ROSEVILLE ORDINANCE 6463 AND READOPTING AND CONTINUING ROSEVILLE POLICE DEPARTMENT POLICY NO. 706, TITLED “MILITARY EQUIPMENT" as defined by Government Code Section 7070. Assembly Bill 481 required the City Council to adopt an ordinance and policy allowing the Police Department to use and acquire “military equipment”. To continue to use “military equipment” each year, the City Council is required to review and renew the ordinance and military equipment policy. There is no fiscal impact associated with this action.

6.8.Community Facilities Districts - Budget Adjustments

Memo from Parks, Recreation & Libraries Superintendent Eric Dexter and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt ORDINANCE NO. 6787 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2023-24 BUDGET AND DECLARING THIS ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE. Staff requests Council approval of a budget adjustment in the Northwest Specific Plan Area for $70,000. The recommended budget adjustment will provide resources for Americans with Disabilities Act ramp improvements, and fencing replacement and repairs. The fund balances from the Woodcreek West Community Facilities District (CFD) and the HP Campus Oaks CFD are sufficient to cover this request. There is no impact on the General Fund.

7.ORDINANCES
VIDEO7.1.Roseville Municipal Code Amendment - Camping on Private Property

Memo from Police Captain Doug Blake and Deputy City Attorney Travis Cochran recommending the City Council introduce for first reading ORDINANCE OF THE COUNCIL OF THE CITY OF ROSEVILLE AMENDING SECTIONS 10.56.005 AND 10.56.020 OF TITLE 10 OF THE ROSEVILLE MUNICIPAL CODE REGARDING CAMPING. Sections 10.56.005 and 10.56.020 address camping on private property within city limits. Currently, individuals are allowed to camp on their own property or the property of another so long as they have permission. There are no other specific restrictions or regulations. The proposed changes to Sections 10.56.005 and 10.56.020 clarifies the definition of “camping”, impose durational limits, and require that all campers maintain sanitary conditions and proper waste disposal. There is no fiscal impact associated with the proposed ordinance.
